R1 and r2 give the introductory formula, which reads "From [the assembly of] the great military government (khrom ched-po) convoked by the great zhang-lon ministers at Gdag-mkhrar-gong, the seal of the dispatch having been fixed, [this letter is hereby given to] the commissioner (ring-lugs) of the land settlement, the governors of the four towns (mkhar-bzhi), and the [..of] Nob-chen."
